The borough of Liberty was created during the amalgamation process in 1985. It consists of several small rural communities, many of which had become virtual ghost towns after the 1951 disaster. Many family farms had been devastated by the sudden change in the region's geography caused by the tectonic manipulations. When the reconstruction boom started in the city proper most of the families in the Liberty area moved to Superior to get jobs. Since the creation of Liberty there has been a conscientious effort to get people to move back to the area and several development projects have begun to encourage immigration.
Formerly a farming community, Raleigh is now a middle-class residential neighborhood, though a few family farms are still located in the western part of the district near Mountainview. Several of these are families that refused to leave in 1951 and whose stubbornness paid off when the enriched quality of the affected soil was discovered.
Prescott is the location of many of the new development projects, including several planned communities and parks. It is also the home of the Liberty Military Academy.
